New York City entered the first phase of the State’s reopening plan on June 8,
returning an estimated 400,000 workers to their places of business at
construction sites, manufacturing facilities, and limited retail operations. The
city cruised into the second phase of reopening on June 22 as the COVID-19
infection rate continued its dramatic decline in the five boroughs, returning
another 300,000 workers to restaurants with outdoor dining, expanded retail
operations, and office buildings.
